# High Impressions, Low CTR: Why Nobody Clicks Your Result

*High impressions and low CTR in Search Console have three causes: rank, listing and results page features. Sort queries by position to find the right fix.*

By Yannis Spanenburg · 2026-11-02 · 6 min read

Google showed your site thousands of times last month, and almost nobody clicked.

## What does high impressions, low CTR mean?

High impressions with low CTR means Google shows your page in search results often, but few searchers click it. CTR, or click-through rate, is clicks divided by impressions in Google Search Console. The usual causes are a ranking too low to be seen, a listing that misses the query, or a results page feature that takes the click.

- Judge CTR per query against its average position, since the site-wide figure hides the cause.
- Queries at positions 8 to 30 produce most of these rows, and the fix there is ranking higher.
- Top five pages with a low CTR usually carry a title that misses what the searcher typed.
- Ahrefs (December 2025) measured a 58 percent lower CTR for the top result when an AI Overview appears.

## Why does Google show my page but nobody clicks?

Google shows your page and nobody clicks when the listing sits out of sight, misses the intent of the query, or appears below something on the results page that answers first. Most sites have all three at once, spread across different queries, so the site-wide CTR figure says little about what to fix.

- Position: the page averages position 12 or lower.
- Intent mismatch: the query asks for a price, the page offers a guide.
- Results page features: an AI Overview, map pack or ads answer first.

## What is a normal CTR for each position?

A normal CTR depends on position and on what else sits on the results page. Benchmarks for the first organic result vary by study: Sistrix (2025), working from more than 80 million keywords, puts the average at 28.5 percent, and CTR falls steeply with each position below that.

## Why do positions 8 to 30 produce impressions without clicks?

Positions 8 to 30 produce impressions without clicks because Google Search Console counts an impression when your result loads on a page of results the searcher opens, whether or not they scroll down to it. Results at the bottom of page one and on page two collect those impressions every day while people click the results above them.

In our client work across dental practices, service businesses and Shopify stores, we keep seeing the same pattern: the page with the most impressions and fewest clicks ranks around position 12 for a broad query it was never written to answer. A new title changes little there. A section that answers the query, plus internal links from related pages, moves it up.

## How do titles and meta descriptions change CTR?

Titles and meta descriptions change CTR once a page sits in the top five or six results, because that is where searchers read listings before they choose one. A title that repeats the query, names the outcome and gives a reason to pick your result wins clicks that a brand name or a generic label loses.

Google's help page on [influencing title links in search results](https://support.google.com/webmasters/answer/35624) explains that Google builds title links from the title element, the main visible title, headings and other sources, and replaces titles that misrepresent the page. Match the title to the main heading and lead with the words the searcher typed.

## Are AI Overviews behind your low CTR?

AI Overviews explain part of a low CTR when the affected queries are questions Google can answer in a summary. Ahrefs found in its [December 2025 update on AI Overviews and clicks](https://ahrefs.com/blog/ai-overviews-reduce-clicks-update) that the top ranking page earns a 58 percent lower CTR when an AI Overview appears above it, compared with similar queries without one.

Pew Research Center (July 2025) found people clicked a result 8 percent of the time when an AI summary appeared, against 15 percent when none did; Google disputed the study. Our post on [how AI Overviews affect organic traffic](https://proofofpixel.agency/blog/ai-overviews-organic-traffic-ctr-2026) shows how to find those queries.

Pages that lose clicks to a summary can still earn its citation, as our guide to [optimising a website for ChatGPT and Perplexity](https://proofofpixel.agency/blog/ai-search-optimisation) explains.

## How to fix high impressions and low CTR in 7 steps

Fix high impressions and low CTR by sorting queries by position first, then matching the fix to each group: ranking work for positions 6 to 15, listing work for the top five, and new pages for buyer searches the current page was never built to answer. The seven steps below take about an hour on a small site.

1. Open the Performance report in Google Search Console for the last three months with all four metrics on.
2. Export the queries and keep rows with 100 or more impressions.
3. Split them into positions 1-5, 6-15, and 16 and lower.
4. Search each top five query yourself and rewrite any listing that loses to its neighbours.
5. Add a section answering the exact query to each page in positions 6-15, linked from two related pages.
6. Plan a dedicated page for buyer queries below position 15 and ignore the rest.
7. Log every change and compare the same queries 28 days later.

## What should an SEO agency do about a low CTR?

An SEO agency should answer a low CTR with a diagnosis at query level: which queries, at which positions, losing to which results, and which fix applies to each. A proposal that promises higher CTR across the whole site without naming queries, or that opens with a plan to publish more content, has skipped that diagnosis.

- Ask which ten queries cost the most clicks, and at which positions.
- Ask which pages get a title rewrite and which need ranking work instead.
- Ask for the diagnosis to come from read-only access before any price.

Proof of Pixel is a marketing and consulting agency for businesses that live on enquiries and orders, building the website, the tracking and the follow-up as one system, with offices in Dubai, New York, London, Antwerp and Kuala Lumpur. Our [SEO service](https://proofofpixel.agency/services/seo) starts from read-only access to Search Console and works query by query.

The same query-first structure shaped the dental website in our [Annandale Dental case study](https://proofofpixel.agency/work/annandale-dental), which we moved off WordPress.

## Frequently asked questions

### Why do I have impressions but no clicks in Google Search Console?

You have impressions but no clicks because your page ranks too low to be seen, its listing misses the query, or a feature such as an AI Overview answers first. Check the average position of each query before changing anything. Below position 10, the fix is ranking higher.

### What is a good CTR in Google Search Console?

A good CTR depends on position, and a top three result should earn several times the CTR of a result at position 8. Sistrix (2025) puts the average for position one at 28.5 percent across more than 80 million keywords. Compare each query with its own position and ignore the site-wide average.

### Do meta descriptions affect CTR?

Meta descriptions affect CTR when Google shows them and when your result sits high enough to be read. Google often builds the snippet from page text that matches the query better. A description that repeats the query and states a concrete outcome gives Google less reason to replace it.

### Can AI Overviews cause low CTR?

AI Overviews lower CTR on queries where Google answers the question in a summary above the results. Ahrefs (December 2025) measured a 58 percent lower CTR for the top result when an AI Overview appears. In the data we review for clients, searches with a service and a place in them show fewer AI Overviews.

### How long does it take to improve CTR after changing titles?

Expect a measurable change within two to four weeks, once Google recrawls the page and shows the new title. Compare the same queries over the same number of days before and after the change. Seasonal demand moves CTR too, so read impressions alongside it.
